java API to drop the incoming packet

hi there...
i m going 2 make Application Layer Filter. In this i have to drop the incoming flow of those packets which are coming from the website restricted for the user to see.
But i m getting any API which will drop the incoming packet. Although i hav found one API named "libipq" which can do this but can work on Linux OS. and i am working on windows platform...
can any one help?....
