Please see my comment in your other posted topic about your choice of name.
This code makes an RMI server object available as a network service by requesting a socket from the local machine and making the object available for network-based clients to call.
errorDialog() is a hint that this code may have been developed using IBM's Eclipse development environment, or possibly BEA WebLogic's. Possibly it's been included in a recent release of the JDK but I'm more familiar with it as a common name for a vendor "helper" class.
