What does
run certain websites with the java application.

mean? What Java application? What displayed the message? Which operating system? Which Java SDK?

i am using windows xp pro
java runtime2 standard edition. JRE

i have just tried to download off java.com website and i cannot access the download link, and the same message "java runtime cannot be loaded from- /bin/hotspot/jvm.dll" is displayed again.

i think i may need to clear browser cache or cookies but i have no idea why or what i should do. i am at a loss now.

You really should mention all the parts when trying to get help.
I am guessing that you are having trouble with a browser (MSIE?) connecting to websites that show a Java applet, and the browser shows the error message. Is that correct?
It sounds like something is wrong with your JRE installation.
In any case, if you intend to program in Java, you need the Java SDK (Not the JRE) installation.
