Error connecting to local host

hello,

When I try to connect to my local host I get the following error. Anyone goat any ideas. I'm on j2sdk1.4.2_13 Thank you

You don't have your server started. There is no program listening on that port for you to connect.
 
It is sorta covered in the JavaRanch Style Guide.
