Read and configure a properties file

I have a jsf application running on Oracle where I have some default values that are likely to change over time. These are values that are viewed in the GUI. I thought of putting these in a properties file and I hope that a restart will not be necessary.

Does someone know how to read, use and configure a properties file in a web-application (jsf). Will a restart be necessary? Does it have to be part of the war-file?

It depends on how you load and hold the propertiesfile. If you put it in a static initialized object for example, which is loaded only once per runtime, then a restart of the JVM is necessary when you update the propertiesfile and want to have the changes reflected.
