It's probably what the width is a percentage of. I often have this problem until I realize that I have tables embedded inside other tables inside still other tables and that one of the containing tables has crunched all my carefully-planned size definitions.
One of the best ways I know to troubleshoot this is to use Mozilla's DOM Inspector. You can walk up and down the DOM tree and it will highlight the area that a selected element renders and/or contains.
The secret of how to be miserable is to constantly expect things are going to happen the way that they are "supposed" to happen.
You can have faith, which carries the understanding that you may be disappointed. Then there's being a willfully-blind idiot, which virtually guarantees it.
