I have a project that i would want to use the Oracle JSF Tags . please does anyone know if this libraries are open source and if they are free to use

If you're looking for the open source ADF. You can download it here
http://myfaces.apache.org/

It's called MyFaces Trinidad now. Oracle gave its ADF to Apache. If you download it from Oracle website, it's still called Oracle ADF. It's free (not sure if it's open source yet), but you need to register in order to download it.
 
It is sorta covered in the JavaRanch Style Guide.
