Question about Validator's validate(...) signature  RSS feed

The validate method for the javax.faces.Validator class is

According to the specs, "value" represents the converted datum to be validated. However, if I understand it correctly, as part of the lifecycle, once request values have been processed and converted, the converted objects are stored inside the corresponding UIComponents and accesible via the getLocalValue() method. Why do we then require to receive the value as a parameter when we can get it from the UIComponent (given that we know it is a UIInput)?

That is, isn't "value" equal the component's associated localvalue?
