Will JDK 1.4 have SOAP built in.
I know that it is coming with XML stuff.

No, there is no SOAP implementation in JDK 1.4
in fact, JDK 1.4 is XML-oriented by the way that it integrates JAXP (Java APIs for XML Processing).
JAXP provides a common interface for creating and using the standard SAX, DOM, and XSLT APIs in Java, regardless of which vendor's implementation is actually being used.

Concerning SOAP implementation, it is JAXM (Java API for XML Messaging) that implements SOAP 1.1 http://java.sun.com/xml/jaxm
