You can download the Apache SOAP package from xml.apache.org and the Tomcat server from jakarta.apache.org and get the examples running in a day or so.
Naturally it would be great if you bought my book to help you understand what is going on but this is not strictly speaking necessary!

I'll agree with Bill that a good place to start would be going to the Apache web site and downloading either Axis or Apache SOAP.
Another good place to start is the IBM Web Services Toolkit (WSTK), freely available from www.alphaworks.ibm.com, since it has several built-in tutorials for the various aspects of web services.
And, again to second Bill's comment, buying a book can't hurt. Bill's book is a good choice. Another is Steve Graham's book.

I found the WASP server from Systinet at http://www.theserverside.com/resources/articles/Systinet-web-services-part-1/article.html easier in use than the Apache frameworks.
