I'm seeing this a lot in the Java AXIS documentation. What is an actor? How about a localpart?

1) Actor
A quote from this article:
SOAP uses the term actor to describe the role of a SOAP handler, and uses a message's SOAPHeader to specify actor roles. Technically, the SOAP specification defines an actor attribute that is used in a SOAPHeader to indicate that the recipient is intended as an intermediate SOAP node.
2) Local part
In the following example:

the "dt:" is a namespace and the "integer" is a local part. Together they form a qualified name.
