package javax.xml.soap does not exist

I am using J2SDK 1.4.1_05 and JWSDP 1.3. I have added the appropriate paths to my system variables, I think. All I have is an import statement that says import javax.xml.soap.*; , but when I compile I get the message
package javax.xml.soap does not exist. I don't know what else to do. Do I need J2EE instead of J2SE? If someone was going to get everything setup from scratch to be able to use the Java SOAP classes, what needs to be installed?

You don't need J2EE.
Are you using ANT to compile?
If not, how did you add the paths to the JAR files?
