Hi,
Why do we need WSI organization to define Basic profile for Web Services, since WS is already based on standards like SOAP,UDDI, WSDL.

Even though we have specifications, there's always something that can be interpreted differently by two vendors, effectively making the two implementations incompatible to some degree.
Thus, the WS-I "profile" is determined to specify explicitly how certain parts of SOAP should be used, for example. Take a peek at some of the items in the WS-I basic profile and you'll probably get a better idea about what the WS-I is all about.

I believe that J2EE V1.4 is based on WSI BP but I can program non-WSI features using J2EE ?

Yes. The J2EE 1.4 specification "requires support for WS-I Basic Profile 1.0", but I don't believe that prevents a developer from doing something non-WS-I compatible.
