Can one compare Web Services to using postal services when needing
to think about whether it's needed ?
So if the organisation uses post, then definiteky Web Services would be needed.
RSS for internal mail.
Web Services for external posts.

Almost, but not quite. RSS sucks as a communication protocol... I would rather say "RMI, Jini, or web services for internal communication, and web services for external communication".

I believe Sun have said that they will be starting to use RSS for internal communications.
Sun Adopts RSS
Sun's plans to adopt RSS (Really Simple Syndication or RDF Site Summary) as a fundamental transport for developer communications and community building.

just because Sun adopts it doesn't mean it's good
They invented CMP entity beans...

For internal passive communications (bulletin board). RSS provides no means of actively sending a message to someone (RPC calls or messaging).
