If you new to WS's start building them using AXIS - this is a SOAP server from Apache which plugs into almost any Application Server. Its the same engine IBM use and will be the defactor of SOAP Engines.

Further information on Web Servers can be found here http://webservices.xml.com

AXIS is not a Web Server. Its a SOAP Server, which sits inside Web Servers such as Tomcat. This is one of many ways to develop web services.

IBM, Sun and Oracle all have there own tools to do the same job - so it comes down to personal preference in the end.
