Is server-config.wsdd is needed.
If yes what is the importance of it.

That file is generated by Axis, and in general should not be changed by the developer. It gets updated every time you deploy or undeploy a WS. You can find its documentation here.

I'm finding details about deploy.wsdd only not service-config.wsdd there
