Welcome to JavaRanch.

SOAP is sent over over HTTP as part of a POST; at least that's what the standard toolkits implement. If somehow you are constrained to GET, consider using a REST approach to Web Services, if you have control of the server. You'll lose the ability to work with the full stack of WS capabilities at that point, though.

But where is the requirement to use GET with a WSDL-WS coming from? It seems quite odd.
