Yes, Apache Axis is available as a servlet app.

Hello,

In addition to Apache Axis, you have other stacks that can run in a Web Container.
In the open source area you have also Xfire.

My favorite is when I can, to use Java standard, JAX-RPC is the current Java standard to developer Java based services and clients. It is interesting to know that any J2EE 1.4 container support JAX-RPC so you can expose from the Web container using these API (through a servlet that is define by the runtime) Java classes as Web Services.
