timeout with buildSSLSocket() of SSLUtils

Hello all,
I am trying to invoke a .NET webservice thru a java application using the SOAP api over https. I occasionally see timeouts when trying to build an SSLSocket using

Class SSLUtilsClass =
Class[] paramTypes = new Class[] {String.class, int.class, String.class, int.class};
Method buildSSLSocket = SSLUtilsClass.getMethod(
"buildSSLSocket", paramTypes);
Object[] params = new Object[] {host, new Integer(port),
httpProxyHost, new Integer(httpProxyPort)};
s = (Socket)buildSSLSocket.invoke(null, params);

I was researching to see if there is a timeout variable that can be specified when connecting. The timeout variable in HTTPSoapConnection class provides a read timeout ,which is not useful since the connection has not been established in the first place.

From the SOAP 2.3.1 API, I do not see any overloaded buildSSLSocket method which takes a timeout value as a parameter.

My question is, where can I find the jar file with the second SSLUtils class file? I do not see any archives on the Apache soap website.
Any help is highly appreciated.
