wrappers over the PL/SQL packages, and make the Java packages available through web services.
Pls help me.

You would use the
JDBC
API to access Oracle Stored procedures. You would then use something like AXIS or (if your application server supports Java EE 5) JAX-WS to create a web service from the Java component.
