Using SOAP for Data Layer design?

Hi ,

We are planning to implement a Data layer in our application along using SOAP servers.

Basically there will be various java / .Net servers which will be calling the Data layer for information.

Our main goals are
1)100% application uptime
2)Quick respond times for frequently used quarys( fraction on seconds)
3)Hight Scalability
4)Good performance
5) No quary should take more than 5 seconds to respond.

This I have though so far

1)Using Axis latest version to implement the SOAP servers
2)Will be using data caching for the services which get called frequently
3)Using Database native drivers and other database optimization techniques which will result in faster responce

The questions in front of me

1) How to take care of the scalability ?
2) What can be other considerations that I need to keep in mind?


Can you please help me in the design considerations for such application?
