Unable to find config file. Creating new servlet engine config file: /WEB-INF/server

Hi All
I am new to web service.
Actally I have written On .JWS file on tomcat and axis.
And Client is java application

 ServiceFactory serviceFactory = ServiceFactory.newInstance(); 
  Service service = serviceFactory.createService(hostUrl,new QName(nameSpaceUri,serviceName)); 
  

Within execution of this above line Tomcat console dispalying problem-

Unable to find config file. Creating new servlet engine config file: /WEB-INF/server-config.wsdd

What may be the cause of problem.
