That was kind of a jerky response.

Web services are such a large field now it's hard to point to any one article or web site from which to learn. The Bunkhouse has a number of book reviews, one of which might appeal to you.
The http://faq.javaranch.com/java/WebServicesFaq also points to lots of good material, but it's not organized in a way that is especially helpful to a beginner.

A good way to start practically might be to get Tomcat to run the JAX-WS API, and then learn how to run JAX-WS-based web services on it. JAX-WS is the predominant Java API for implementing web services. (Instead of Tomcat you can also use GlassFish.)

This topic shows a stripped down version of Web Services Made Easy with JAX-WS 2.0 that uses Java SE 6 rather than Glassfish. This removes the hurdle of having to deal with the application server (which eventually you have to deal with but sometimes it's nice to delay these things).

It really IS a web service.

Just do a 'run on server' on application server (I tried on web logic) and you'll see it running.

It's not. It's a piece of code, the meaning of which -to a WS beginner- is totally opaque. It does nothing unless deployed on a server und accessed by a WS client; since none of these pieces are in place -and are not easily put in place by someone just starting out- it doesn't help.
