Web services generally play no role in setting up SSO. See the http://faq.javaranch.com/java/SecurityFaq for links to a couple of Java SSO implementation in the "Web applications and HTTP" section.

What kind of applications are these - Web apps? Desktop apps? Something else?

well SAML can help you to provide framework for providing SSO w.r.t web services.
