I want to start learning J2ME. Can I do this and write and test code without a spcecific device to run the software on?

Yes you can! Just go to Http://java.sun.com/j2me and download the SDK, the Toolkit. You can get a plam emulator from http://www.palm.com The emulator will allow you to right spotlets (mini applets) that can be tested on palm pilots.
The Toolkit allows you to test J2ME applicatons on Pagers, Mobiles, and other types of wireless devices
