will these network standards affect J2ME and its performance or operation or in any way ?

J2ME is not network dependent. However, larger and more stable bandwidth may allow either or both of the following:
1) New APIs which take advantage of the network, e.g. the RMI APIs may be included in the smaller profiles.
2) kVM implementors may be able to create more efficent implementations due to more stable networks.
