The difference between GPRS and 3G

Hi,
The current GPRS architecture lets users be always online. They will be charged for how many KBytes of data to be downloaded/transferred each time.
I want to know that is this same for 3G? I mean charging by data downloading/transferring volume. Or, it will be charged like WAP - by minutes.
