Developing User interface using J2ME  RSS feed

Hi,
Could anyone please tell me how to develop user interface using J2ME?
Are there any tool available for this so that I can create forms, buttons etc. by just drad and drop as is in Visual Basic?

I would recommend you a good IDE, like IBM visualAge MicroEdition, or the JBuilder MobileSet.
For sure there are more good tools out there.
