Sun's J2ME Wireless ToolKit
Borland JBuilder Personal Edition + MobileSet
SunONE studio mobile edition
They are all free.Just search them on Google.

Hi Michael,
I just discuss with my boss and he willing to pay for licensing. So, now money is not an issue.
I wondering the features of the JBuilder and the forte for Java 4. Can you share your experience?
Is the JBuilder including MobileSet? I have surf from borland article on MobileSet 3. It's looks good..

If you are willing to pay for the Enterprise versions, both JBuilder and SunONE are very good.
Jbuilder MobileSet comes with a MIDP GUI builder. But I do not think it is very useful. Jbuilder also seems to integrate better with third party SDKs.
SunONE, on the other hand, has a very good free version. And its enterprise edition seems to provide better integration between the MIDP application and backend application.
If other thangs are equal, you should probablly buy the IDE that you are already familar with or that is widely used by others in your company.
