All you need for starting out is the J2ME Wireless Toolkit and your favourite text editor. You can get the J2ME Wireless Toolkit from http://java.sun.com/products/j2mewtoolkit/ As you develop, it's also a good idea to test on different emulators (and real devices if you have them). There are free emulators available for download from Motorola, Nokia, Siemens, and RIM.
