Does anyone know if a standard PC infra-red sender (like ones built into some laptops) connect to any mobile phone that supports IR, to send an application ?

I'm not sure.. but in NOKIA user manual say that you need to install the PC SUITE in our PC in order to comucate with your H/P.

Not sure if I understand you correctly, but no, you need specific software to do this. But yes, such SW exists for all Java-enabled phones with IR. I upload midlets to my Nokia 7210 using IR. No prob.
With Nokia, you use the appropriate Nokia PC Suite. In addition, Oxygen Software makes an application that supposedly works with all Nokia Phones, but I have not tested this myself.

It is sorta covered in the JavaRanch Style Guide.
