I am new to java in general and i have just read overview descriptions on different java editions (J2se, j2ee, j2me). On j2me, are there devices other than desktop PCs where J2ME development can be made? Are there cellphones, pdas, smartphones capable of allowing j2me program development?

Welcome to the 'Ranch, Rafael!
There isn't really much sense in developing on anything else but a desktop/laptop computer running a device emulator (unless you'd like to code using a stylus on your Palm ). When you need to verify that the application works on a real device as well as the emulator(s), you can install the app to the mobile as your end users would.
