Are these two the same? or totally different? or one is super set of the other?

Different. SyncML provides a way for the device's native (mostly PIM) and Java application to synchronize data (email, contact etc.) with backend project servers. OTA usually refer to provisioning software (e.g., a J2ME game) or content (e.g., wall paper or ringtone) to the device.
