Carrier Rate Plans and J2ME

After launching our product across several devices, one of the biggest challenges has been keeping up with the different rate plans required for different carriers in order to:
1) download Java applications OTA
2) use network-aware Java applications
Nextel seems to be the only carrier that explicitly states what rate plans are needed for the above two items. These are as follows:
1) Web plan ($3.50/mo) or Premium Web* ($10.00/mo) to download OTA
2) TotalConnect plan (price varies) for using networked apps
I am trying to determine exactly what rate plans are needed for <b>Cingular, AT&T, T-Mobile and SprintPCS</b> for both OTA downloading and the use of networked J2ME functionality. Everytime we seem to get a grasp on this, the plans seem to change. If anyone could provide this information based on their use of these carrier's services, please let me know.

AT&T wireless of course has mMOde...there are several rate plans for this, all measured in kb used.
the smallest rate plan is $2.99 for a pay as you go plan, $0.02 per kb.
the next plan is $7.99 for 1 MB included, $0.01 per kb for beyond that.
the next is $12.99 for 4 MB included, $0.008 per kb after that
finally, $19.99 for 8 MB included, $0.006 per kb after that.
