Hi,
JSR-75 is at Proposed Final Draft stage, which means that it's not yet 100% final. Therefore there isn't yet an official Technology Compatibility Kit (TCK: a set of tests that check that an implementation of the JSR is compatible with the standard). Without this, no phone manufacturer can certify that their phone is compatible with JSR-75, so no phones for sale today are compatible with JSR-75.

I found a link giving example to use the JSR 75:

to know if your device support the JSR 75 you must do this test:

...
In other hand, I found devices that support to manupulate their fileSystem: Siemens devices, motorola etc...
Today, I would like have a approximatively list of devices (mobiles) supporting we manipulate their fileSystem.

Although no devices today have implementations of the standard JSR-75 FileConnection API, some devices may have an implementation of a similar, non-standard, manufacturer-specific API.
Unless someone else here has more information, you'll have to check the manufacturers' developer web sites for information about such manufacturer-specific APIs. I can tell you now that you won't find any manufacturer-specific file APIs on Nokia's phones, but I know little about the other manufacturers.
