Hi,
Is there anyway, I can make an app active not explicitly once handset is switch on.
That app can flash after an interval.

You can do it only using some VSCL-compliant handsets.
VSCL are the Vodafone Libraries - some API's for J2ME (CLDC based) that allow to set an event (like Alarms) to launch a MIDlet.
Inside the menu of these devices you are able to set an alarm that will launch a MIDlet (it is called "scheduled applications").

You can have more details from VSCL specs at http://www.via.vodafone.com

Inside the specs there are some added features not available in standard MIDP: scheduled apps, background applications (like screensaver functionality), high resolution display (QVGA), event listeners (like SMS, phone calls).

Maybe it is not exactly what you are looking for, but if you are looking to do something similar in standard MIDP you cannot.
