hi is it possible to read a text file from the local directory of C: using J2ME?

What are you working with? I assume it's an emulator (since most J2ME devices won't have a "C:" drive).

Depending on the toolkit you are using, you might be able to pre-populate the RMS from a file on your local drive. For some reason I don't think that's what you hand in mind.
