Speed of is.read(byte[]) not obeying parameters of transfer rate

When downloading the data from an input stream from a Tomcat server, I use the following code:

ic = is.read(bytearray);

I have the transfer rate of my wireless access point and the server and client computer wireless cards set to 1Mb/s but the data is being read at rates much faster than that when I increase the size of the files being transferred. I can't figure out why the is.read is not following the transfer rate that I set. PLEASE HELP!!!
