Priorities binding within the JVM or the complete OS ?  RSS feed

Hey guys and gals,
I would like to know whether priorities of Java threads are binding only within the JVM or are also binding on all the threads running in the OS.
Let me give you an example to explain what I mean...
If there are two threads in the JVM having priorities 1,5 and there is a thread outside the JVM having priority of lets say 4, now does the outside thread run after the JVM thread of priority 5 ?
