Read file on server

I am writting an Applet to read text file on a server.
and the Applet is on my PC.
To read on my local PC it's work.
But not on server.
How can I do this?
I set up security file on my PC

Command line to launch my applet :
appletviewer -J-Djava.security.policy=mysecurity.txt TEST.html
Content of mysecurity.txt save in D:\jdk1.3\jre\lib\security\:
grant codeBase "http://nameOfServer/file/-" {
permission java.net.SocketPermission "*", "accept, connect, listen, resolve";
};
------------------------------------------------
I add java.security to : D:\jdk1.3\jre\lib\security\java.security the line
policy.url.3=file:/D:/jdk1.3/jre/lib/security/mysecurity.txt
