That is a really, really stupid question... if you are going to make an applet, you should run it in a browser... that's what Applets were made for. If you are going to "deploy" an Applet with the idea that people are going to run it using appletviewer, you are better off writing a regular Java application...
And as far as the "memory management" thing goes... the question is kind of irrelevant, since the browser itself probably takes up much more memory than the applet itself... and it probably depends on the browser you are running, the version of the browser, the version and type of VM that the browser supports, etc...
So the answer would be, in terms of memory management, that to deploy the applet using appletviewer would use less memory, but then you might as well develop a stand alone application, and, Mr. Interviewer, why are you wasting my time with idiotic questions such as this?!?!?

Plus appletviewer is a poors man browser as far as i know it can only understand simple applet tag and no other html tags which could be dangeriouse. I don't think people even test their work using appletviewer unless it's something simple.
