why there is'nt a need for <<< operator?

The reason for two right-shift operators is due to the fact that the left-most bit is a sign-bit. Therefore, there is a differentiation between signed right shift and unsigned right shift.
The right-most bit, however, is not a sign bit, but a data bit. Therefore, there is only a single operation to perform a left shift.
