Changing the Heap Size in the Java Plugin (Control Panel)

How do you change the Heap Size on a client PC for applets being viewed in a browser? There's a java plugin console that sits in the control panel. Is that where changes would be made? If I wanted my heap size to take up a minimum of 64mb of the client RAM, what would the setting be?
