1. Is it true that modifiers protected and private can not be used for classes? why?
2. Can a static class have a non-static inner class? If can, how to initialize the inner class?

Yes, but only for top-level classes. For inner classes and nested toplevel classes(inner static), you can use them as necessary.

2. Can a static class have a non-static inner class? If can, how to initialize the inner class?

just to add, toplevel classes(non-nested) cannot be marked as static, so for 2, your static class has to be first put in some other class to make it as an inner class(well, inner static ==> nested toplevel class)
