I passed SCJP 1.2 (jdk 1.2.2) 3 years ago.
do I need upgrade to SCJP 1.4 if I would like to go for SCBCD and SCWCD?

No, you wont need to upgrade it for SCWCD and SCBCD.

Personally, unless it is a discount for upgrade exam or there are great changes (like SCJP Tiger), otherwise, I wont take it.
