German character problem

I'm using an applet on Mac OS 9.1 to generate a search URL. This applet uses java 1.0 (Netscape only allows this), and the AWT.
When i try to type German characters I have a problem. All characters seem fine except for the 'y' symbol. On a querty keyboard, this should be printed as 'z' when it is set to German. As I say, all other chars seem fine (�,�,�, �).
Any suggestions as to what I should try?

The mapping of the keyboard to a codeset is normally the responsibility of the OS. Otherwise it would require a program rewrite to use the Dvorak keyboard!
