why is it so with the thread controlling methods?

hi friends,
every body knows that java is a multithreaded language,and to create a thread in java one has to extend the java.lang.Thread class or implement the java.lang.Runnable interface. then why did the java soft people provided the thread controlling methods as part of java.lang.Object class instead of in java.lang.Thread class?
