Loading Policy File from Applet

I have an applet file that requires the use of a policy file and
want to use the applet in a browser. Is there a way to have the
policy file loaded from the applet itself ?
here is MYPolicy file

grant codeBase "file:c:/ServletDev/Graph/*" {
permission java.security.AllPermission;
permission java.io.FilePermission "<<ALL FILES>>", "read, write, delete, execute";
};
MyApplet has file read and write access when I run applet with appletviewer as,
C:\ServletDev\Graph>appletviewer -J-Djava.security.policy=MyPolicy.policy Bazier
CurveApplet.html
But when I try to open it IE it doesn't create a file. Is there way to load policy file in Applet itself?

You will need to sign your applet. Take a look at http://www.suitable.com/Doc_CodeSigning.shtml for a good introduction to signing applets.
