My first guess would be that you are compiling your applets with Java 1.4 without specifying a version of Java to compile for and that your browser is using a lesser version of the JRE to try and view the applet. The default version that Java 1.4 compiles for is 1.2. The default Java support of IE and Netscape is 1.1.
You could make certain that a Java 2 plug-in is in use by the browser, or you could compile for Java 1.1 by making use of the target switch of javac - javac -target 1.1 WhateverApplet.java.
You may also have to consider the bootstrapping used by Java. Take a look at http://java.sun.com/j2se/1.4/docs/tooldocs/windows/javac.html for more information.
Any luck?

Have you installed Sun's browser plug-in for java? It's a seperate install, and without it, IE doesn't support 1.4.

an alternative way.
compile with target option
example javac -target 1.1 MyApplet.java.
This is the best way since it will work with almost all browsers
