Proxy doesn't let applet download

I'm using a URL that works only when I bypass the proxy in my internet options. When the URL has to go through the proxy I get an error because the proxy somehow is not letting it open the Jar file.
so is there a way that I have the same applet in an email, as a file so that users have to just click on it, and it runs, without the hassle of the URL and Proxy and stuff like that.
Firsly could anybody explain me if Jre 1.4.0_01 has any bug related to proxy?
